Held writes across every gateway. Select cards, then Approve or Deny — each decision is that gateway's PLX-019 endpoint, audited there with your operator identity.
Author the edge read/write matrix — which app may read or write which gateway, held in a single store at the trust edge. Grants are STAGED: authoring one does NOT turn enforcement on. Enforcement is enabled per gateway in a separate, jms-gated step; until then these grants are inert. Once a gateway enforces, an absent grant = denied (fail-closed).
Saving with neither read nor write checked records an explicit no-access entry; use Revoke below to remove an app×gateway grant entirely.

Everyone on the roster. Access is admin, user or none; the boxes are which external APIs a user can see. A ticked box is EVERY setting on that API — an unticked one means they do not see it at all. Admins hold every API and their boxes are locked; move somebody to user to change them.
